The Department of Administrative Services – Information Management Services Division (DAS-IMSD) objectives are to support Milwaukee County's 21st century technology needs and lead the development and execution of an IT strategy that accelerates Milwaukee County's leadership in the state. Application Development is responsible for development, implementation, maintenance, management, and support of countywide software. Milwaukee County is currently utilizing Microsoft SQL Server but also has some legacy systems on DB2.
Position Summary: Under the direction of the IT Director (Solutions Design and Delivery), the Database Administrator will provide day-to-day support and related enhancements for Milwaukee County’s enterprise applications, technology, and related system integration. This position will be responsible for the development and support of in-house knowledge and intellectual property for key business processes, data, and supporting applications.
Design. Designs database for software solutions by studying information needs; confers with project team; study systems flow, data usage, and work processes; investigate problem areas. Creates technical database design documents.
Process Improvement. Improves operations by conducting system analysis; partners with user agencies to make government process more efficient through data processing re-engineering, data workflow automation, data integration, and enhance business intelligence.
Integration Creation. Prepares and writes integrations, storage procedures, views, triggers, ETL’s, reports and utilities. Works with software Engineers in supporting full stack software engineering and development. Oversees database aspects of vendor created custom software.
Innovation. Researches and recommends the use of new database technologies and techniques. Keeps informed of changes in technology.
Administration. Administers a wide variety of database systems included DB2, Microsoft SQL Server. Ensures databases are maintained for optimal performance. Works with and acts as the Technical DBA in database tuning, deployment, and scheduling. Reviews user requests for service. Analyzes integration, reporting and database malfunctions.
Security. Protects operations by adhering to Security Best Practices. Designs and implements database solutions, reports, and integrations which will maintain the integrity of Milwaukee County data. Maintains System Development Life Cycle (SDLC) on database system.
Testing. Documents Extract Transform Load (ELT) test procedures and participates in software development process to perform all tests on database designs and ELT’s. Coordinates database and ETL testing and assists Business Analyst with user acceptance testing.
Truth Strategy. Implementation and integration of commercial off-the-shelf (COTS) software into existing database architecture. Supports IMSD activities to drive a single record of truth strategy.
Technical Lead. Provides end user, Business Analysts, and Project Managers with technical information and advises on database systems. Serves as a database technical resource on various project committees and meetings. Mentors and trains team members.
Other Duties. Supports system during non-business hours, both by being reachable and by participating in an on call process. Completes all administrative tasks as required for the position and all other duties as assigned.
Possession of a valid Wisconsin driver’s license required at time of application and maintained during incumbency.
Associate degree or higher in IT related field or at least 60 credits in an IT related degree program. Bachelor’s degree in Computer Science, MIS, or Business with a technology focus strongly preferred.
Working knowledge of full stack development in a Microsoft environment.
At least three years of practical experience working with Microsoft SQL Server Integrated Services (SSIS), SQL Server Reporting Services (SSRS), AND experience working with applications systems and solutions
At least three years of practical work experience as a Microsoft Database Administrator; five or more years preferred.
Experience in the use of Structured Query Language (SQL).
Experience maintaining the SDLC on database systems.
Experience in developing ETLs.
Must be available during non-business hours, both by being reachable and by participating in an on call process.
Experience in application development.
Microsoft .Net experience.
Knowledge of C#.
Experience working with DB2.
Microsoft Certified Solutions Developer (MCSD) MVC.
Microsoft Certified Solutions Associate (MCSA) MS SQL Server Database.
Experience with Microsoft (T-SQL).

Must be able to lift, carry, push, and pull up to 20lbs on an occasional basis.
