Assistant Corporation Counsel - Civil

Job Summary: A dynamic legal office at the heart of many critical decisions related to Milwaukee County, the Office of Corporation Counsel seeks an attorney who will have responsibility for all aspects of civil litigation, including representing Milwaukee County before federal and state courts as well as legislative and administrative bodies.  We are looking for an attorney that can handle a varied caseload, write substantive motions, and appear in the courtroom.  This attorney will have the opportunity to take on important challenges that have a real and meaningful impact on Milwaukee County residents. Please note that this role is primarily focused on civil litigation with the opportunity to assist with sophisticated advisory work for Milwaukee County.

  • Ownership over demonstrating analytical flexibility and quick thinking in a high-stakes setting where there may be differing interests among clients

  • Accountable for understanding the big picture and consistently and accurately assess whether an issue in litigation, advisory work, or in a transactional matter is likely to lead to potential challenges for clients beyond purely legal questions

  • Responsible for prosecuting and defending civil litigation, including employment, civil rights, administrative matters, and inmate Section 1983 cases.

  • apply and understand Wisconsin's sunshine laws

  • possess judgment and ability to manage numerous ongoing tasks with varying priorities

  • provide advisory services to public officials and departments where there are stakeholders with differing policy objectives in issue areas of acute public interest


Please note that the Office of Corporation Counsel primarily seeks lawyers with exposure to civil litigation who can litigate civil cases and assist with advisory work. The OCC encourages talented individuals to apply that may not have all these skills sets, but have the experience, analytical flexibility, macro-thinking, and desire to grow into those other functions.

Minimum Qualifications

Juris Doctorate (JD) with three (3) to five (5) years of experience in a legal setting with three (3) years of civil litigation or appropriate equivalent experience.  Experience in a municipal or government setting preferred.  Previous experience prosecuting and defending civil litigation and administrative actions, especially in a municipal setting, is preferred.


License/Certification:  Admission to the Wisconsin State Bar.


Required Skills and Abilities:

  • Ability to conduct legal research; analyze and appraise facts and evidence.

  • General understanding of federal and state civil procedure, Wisconsin and federal statutes, and trial practice.

  • Ability to appear in court and have some Courtroom experience.

  • Ability to find creative solutions to legal questions.

  • Interpersonal dealings with staff, citizens, county officials/employees and outside business are frequent and must be conducted in a professional manner.

  • Frequent internal and external communication; building strong working relationships internally and externally.

  • Read, write and comprehend routine reports, procedures and/or government regulations; speak effectively before both internal and external groups; prepare and/or present written communications that pertain to complex topics.

  • Knowledge of all related computer and software applications for word processing and spreadsheets as well as legal research.

  • Knowledge and understanding e-discovery a plus, as well as document management and case management software.

  • Exemplary writing skills required.

Note: This Original Examination is open to current residents of the state of Wisconsin. In accordance with Rule III Section 11 of the Civil Service Rules a non-competitive examination will be held for this position. The non-competitive examination will consist of criteria deemed appropriate by the Director of Human Resources.
