Budget & Management Analyst

Position Type: Full-time, Salary

Department: House of Correction

Compensation Range: $53,826 - $61,823/yr
Closing Date: August 20, 2019 @ 5:59pm CST

Job Summary: This position’s major objective is to support the House of Correction (HOC) with fiscal matters and budget activities. Collaborate with management to develop and compile the annual budget for the HOC. Help make recommendations to department leadership to achieve budgeted result. Prepare various complex fiscal analyses and assist in various special projects  Interpret statutes and ordinances, write grants, attend meetings, and assist in the preparation of reports for the Milwaukee County Board.

 

Job Responsibilities

  • Assist with Budget - Utilize BRASS and Microsoft Excel programs to assist Fiscal leadership in creating the HOC's annual budget. Participate in all aspects of budget development and implementation, with an emphasis on SBSF/staffing. Assist with ongoing budget and forecasting and identify efficiencies.

  • Payroll Monitoring - Utilize HPW, Ceridian, Position Control, Shift Briefs, other reports and programs to ensure payroll and overtime is correctly tracked, billed, and forecasted. Manage newly created Shift Brief database to analyze staffing patterns; incumbent led database concept and development.

  • Assist with Fiscal Reporting - Participates in monitoring department fiscal status throughout the year. Analyzes specific revenues (e.g., municipal commitments, Department of Corrections sanctions) and expenses to help ensure accurate accounting and forecasting. Leads production of monthly personnel cost spreadsheets, YTD and forecasts.

  • Create Ad-Hoc Reports for Leadership - Assist Fiscal Manager by developing or perfecting analyses to assist in making fiscal proposals to management. Involved or leads drafting Fiscal Note and other legislative reports. Assist, perform, research or lead in special projects assigned by leadership, County Executive and the Department of Administration.

  • Input Advantage Entries - Create, review and authorize PD's, PG's, SC's, RX's, JV's, CR's, and other Advantage entries (JVs) made by the business office, inmate trust accounts area, and graphics department. Completely manage cross charges and abatements for HOC graphics and laundry departments.

  • Procurement Support - Review for accuracy and process vendor invoices. Also, track vendor payments against encumbers.

  • Medical Contract Management - Verify staffing levels and make necessary adjustments to monthly invoice for $16M/year outsourced annual medical contract. Occasionally perform programmatic and fiscal analyses of state and federal legislation regarding medical services.

  • Shift Brief Database and Shift Relief Report - Manage newly created Shift Brief database to analyze staffing patterns; incumbent developed the database concept and created program (with help of outside IT contultant). Assist in the development of Shift Relief Report and maintains calculations of required security staffing needs.

  • Request for Proposal (RFP) Assistance - Assist with development of and cost analyses on RFP’s. Also, provide assistance with contract creation and review. Incumbent developed several very complex scoring spreadsheets for technical and cost scoring of RFP’s for complicated services (e.g. EMU, Day Center Reporting).

  • Public Safety Grants - Manage the JAG grant for the department including reconciliation with audits. Lead or assist in applying for various public safety grants. Will be primary liaison with the Office of African American Affairs for the HOC.

  • Other duties as assigned.

Minimum Qualifications

Required Education, License/Certification and Experience

  • Current residency in the State of Wisconsin required

  • Bachelor’s degree or higher in Accounting, Business Management, Public Administration, Political Science, Criminal Justice or closely related field required

  • Three (3) years or more work experience in Government Policy and Budgets required

  • Five (5) years or more work experience in Accounting or Business Management required

  • Advanced knowledge and proficiency in Microsoft Excel required

  • Previous work experience in running reports from payroll/accounting systems and transferring and synthesizing the data in Microsoft Excel is required

  • Previous knowledge of civil service rules, labor laws, fringe benefits and pensions, as well as public safety legislation, statutes, and ordinances is preferred
