Airport Properties Specialist

Position Type:  Full-Time, Hourly 

Department:  5040 - Airport

Compensation Range:  $57,679.23 - $67,012.61 ($27.73 - $32.21, hourly)
Closing Date:  September 21, 2018 @5:59pm CST 

Job Summary: Under the direction of Airport Properties Manager, the Specialist conducts the negotiation, preparation, processing, implementation, and enforcement of airline and air cargo leases, licenses, permits, contracts, and specifications for the use of airport facilities in accordance with federal, state and local laws, ordinances, and administrative rules and procedures under the direction and supervision of the Airport Properties Manager and consultation with airport staff.

Job Responsibilities:

  • Represents County in negotiating agreements with aeronautical tenants, and other users related to property leasing, space management, cost-sharing mechanisms, and operational procedures in compliance with the terms and conditions of all requirements.

  • Manage database of airline and other aeronautical lease and operating agreement terms, renewal requirements, rental adjustment timetables, and tenant requirements; maintain data systems to ensure compliance with insurance, financial reporting, and rental payment requirements; analyze data for rate setting

  • Directs the preparation of airline and other aeronautical lease and operating agreements, contracts, permits, for airport tenants at both County airports in accordance with federal, state, and local ordinances to include the execution of appropriate legal documents.

  • Perform research and make recommendations of changes and additions to policies, procedures, and standards as they affect new and existing tenants; and complete special projects as assigned.

  • Research tenant or potential tenant request (s) and draft reports and resolutions for County Board consideration and action.

  • Provide information to potential tenants regarding leasing policies, procedures, and responsibilities; resolve operational problems and tenants and general public complaints.

  • Review and evaluate tenant facility construction design and alteration drawings for effects on the airport aesthetics and the safe and efficient operation of the airport; ensure that business operations will be maintained at acceptable levels during construction.

  • Assist Public Relations in developing a response to inquiries, surveys, and requests from public officials, tenants, prospective tenants, appraisers, assessors, the media, other airports, and the general public.

  •  All other duties as assigned.

Minimum Qualifications

Minimum Qualifications:

  • Bachelor’s Degree preferably in Business Administration, Public Administration, Airport Management or a closely related field.

  • At least one (1) year of experience in airline/airport operations, airlines/airport management OR commercial real estate OR hospitality industry.

  • Obtain a valid Wisconsin Driver’s License within six (6) months and maintained during employment is required.

  • Affiliation with American Association of Airport Executives or Airport Council International preferred but not required.



  • Exchange of basic information with internal and/or external contracts.

  • Maintain sensitive or confidential information.

  • Explain and gather information, answer queries, or provide assistance to internal and/or external contacts.

  • Persuade, conform or recommend course of action with internal and/or external contacts.

  • Maintain a continuing working relationship that can have significant effect on the success of the organization

  • Read, write and comprehend simple instructions, reports, short correspondence and memos.

  • Speak effectively before both internal and/or external groups.

  • Read, analyze and interpret safety rules, operating/maintenance instructions and procedure manuals, scientific/technical journals and procedures, government regulations, financial and legal documents.

  • Makes minimal decision-making responsibility.


Special Instructions: This Original Examination is open to Wisconsin residents. Appointee must establish residence in the State of Wisconsin within six (6) months of appointment and maintain such residency during incumbency.
